A third contractor moved the waterfowl living in the park, with the expectation that they would be moved back or some would come back on their own once the project was complete. Then the fish were moved to another local body of water. When the water level dropped enough, another contractor was hired to remove and catalogue all the fish of the pond. Another pump would control water levels on the spring side of the dam as workers continued. The contractors first set up pumps to begin the draining at points around the pond and built a dam out of the soil to temporarily hold back water flow from the natural spring for which the park is named. Most of the dredging work took place over the summer, with the idea that the heat and reduced rain would create ideal conditions for the initial stage of draining the water and dredging the muck out of the pond. The project cost $875,000, and the amount of time it would take was uncertain. "It will greatly improve the health of the pond." "The whole project is unique in that it never has been done before," said Texarkana, Texas, Parks and Recreation Director Robby Robertson. This made the pond increasingly unhealthy for the animals, as well as unpleasant and unhealthy for park visitors. As the pond grew shallow, with just a few inches of water at its deepest point, plants and algae dominated and reduced oxygen levels in the water.
